The 30 cent journal copy fee in CA invites nickel and diming. If I were a CA notary I’d be tempted to charge 30 cents for copying a journal entry for those who came in person to ask for it, or enclosed a self-addressed-stamped envelope. But if you didn’t enclose the SASE, I have no cost-free way to deliver the copy, so it will just be waiting on my desk for you to come pick it up. If you want me to buy the stamp, envelope, stuff the envelope, and mail it, that will be $10.
